At the March 17th meeting, the Fenton Township Board of Trustees voted to authorizes the distribution of the Draft Fenton Township US23 Subarea Plan for public comment. The Fenton Township Planning Commission will be holding a public hearing on May 14, 2026 at 6pm, at at the Fenton Township civic-community center, 12060 Mantawauka, Fenton, MI 48430. A copy of the draft plan can be found at the bottom of this page.

Fenton Township US23 Subarea Plan
The Township has had discussions with the State of Michigan, Genesee County, and property owners regarding road improvements to US-23, Thompson Road, Torrey Road, and North Road, redevelopment opportunities, and increasing employment opportunities in Fenton Township. The Township has decided to create the Fenton Township US-23 Subarea Plan to address potential future development, promote economic development, and infrastructure improvements. This Plan focused on the areas between US-23 and Torrey Road from Thompson Road to Ray Road and the North Road US-23 Interchange.

Previous planning efforts including the 2022 Thompson Road Corridor Plan, the 2024 Fenton Township Master Plan, and the 2025 Genesee County US-23 Corridor Study

Stakeholder discussions with property owners, Genesee County Road Commission, and Flint & Genesee Economic Alliance

Fenton Township held an open house on March 5, 2026 to seek input on the Subarea Plan. Property owners in the Thompson, Torrey, Ray Road, and US-23 area and the North Road area were mailed invitations to the open house. Six of the eight property owners along Ray Road attended the open house and spoke in favor of reclassifying their properties to Highway Service. Additional comments were made about limiting non-residential traffic on Ray Road unless the road is paved, widening Torrey Road, and preventing trucks from using Jake Brakes.
Comments were made in support of roundabouts on North Road as the current alignment makes it difficult to see oncoming traffic from US23.

Thompson Torrey and Ray Roads
Improvements needed:
- Ray Road: No non-residential traffic onto Ray Road until such time as Ray Road is paved.
- Torrey Road: No truck traffic should exit onto Torrey Road until such time as Torrey Road has been upgraded to a Class “A” Road with a center turn lane from Thompson Road to Ray Road.
- Non-residential developments must connect to municipal water and sewer.
North Road
Improvements needed:
Short Term Improvements
North Road exit ramp from US-23 SB (exit 80):
- Place optical speed bars within the deceleration lane (similar to placement on EB I-94 exit 12 in Berrien County)
- Extended right turn lane storage length on SB US-23 Off-Ramp to 150 feet.
Long Term Improvements
- Construct single lane roundabout at SB US-23 Ramps
